Private Jet Flight Tracking Privacy: What NJ Owners Should Know

Safety is the primary reason why aircraft are tracked globally and throughout the United States. Private jet owners expect to arrive safely at their destination and do so the majority of the time. However, accidents happen. The advantages of a tracking system include sending early alerts, identifying a flight’s last position, and activating Search and Rescue (SAR) operations. Unfortunately, there are also multiple risks to private jet tracking, which is concerning for all aircraft owners, including those using Monmouth Executive Airport in New Jersey.

In this article, we share why private jet flight tracking privacy matters. We also examine the ADS-B privacy rule, how the FAA LADD program limits public tracking, and what the PIA program covers.

Why Flight Tracking Privacy Matters for NJ Aircraft Owners

NJ aircraft owners have an expectation of privacy when they travel, whether for private or business purposes. Access to unrestricted real-time flight data threatens the personal safety of wealthy individuals, celebrities, or executives by revealing their travel schedules and destinations. Their anonymity is compromised, and they might be in physical danger.

Private jet flight tracking privacy is equally important to companies. The data might expose sensitive corporate activities that could impact business contracts and, when made public, even influence share prices. It carries financial and reputational risks that must be mitigated.

The ADS-B Privacy Rule: How to Protect Your Aircraft From Flight Tracking

Federal Aviation Administration (FAA) regulations require that all aircraft operating in controlled airspace be equipped with an ADS-B system that utilizes satellite signals to track their movement. They acknowledge that the public availability of an aircraft’s identification information and real-time ADS-B position is a privacy concern for some owners.

Two options are available to ensure private jet flight tracking privacy: the Limiting Aircraft Data Displayed (LADD) program and the Privacy International Civil Aviation Organization (ICAO) Address (PIA) program.

How the FAA LADD Program Limits Public Tracking

Requirements set forth in 2024 H.R.3935 – FAA Reauthorization Act Section 803. DATA PRIVACY requires that “…..upon request of a private aircraft owner or operator, the Administrator withholds the registration number and other similar identifiable data or information, except for physical markings required by law, of the aircraft of the owner or operator from any broad dissemination or display.”

Aircraft owners can, through the LADD program, have their flight data filtered from distribution via the FAA System Wide Information Management (SWIM) data feed or filtered from public display by websites that participate in the program.

What the PIA Program Covers for Aircraft and Who Qualifies

Aircraft owners who want to guarantee private jet flight tracking privacy can request an alternate, temporary ICAO aircraft address through the PIA Program. The address will not be assigned to the owner in the Civil Aircraft Registry (CAR). An aircraft must fulfill the following requirements to qualify:

  • Be registered in the United States
  • 1090 MHz ADS-B equipped
  • Use a third-party call sign
  • Fly in U.S. managed flight information regions

Why is a third-party call sign necessary? It enables the operator to maintain communication privacy with Air Traffic Control (ATC), while allowing the FAA to identify the aircraft for security-related purposes.

Steps to Enroll Your Aircraft in LADD or PIA

How can you enroll an aircraft in the LADD or PIA programs?

Limiting Aircraft Data Displayed (LADD) Program

Submit a Limiting Data Request, that includes the relevant information, to FAA Limiting Aircraft Data Displayed via an online form, via email, or via postal mail.

ICAO PIA Program

The required information must be submitted via the PIA request site. The FAA will verify the information prior to assigning a PIA, including whether there are open FAA enforcement actions associated with the aircraft. PIA use is monitored by the FAA in the National Airspace System (NAS) to maintain the safety and integrity of air traffic operations. A private jet owner can continue to use their assigned PIA as long as desired or request a renewed PIA on a periodic basis.
